About the Job: 
Save the Children is looking for a Technical Advisor - Microfinance. S/he will lead DMF management and staff through the implementation of a development and growth process. S/he will be ensuring that DMF meets international standards, new government regulations and is established as a viable, sustainable and competitive MF organization, independent of Save the Children management. This assignment is approximately of 18 months.
Tasks and Responsibilities: 
  • Represent Save the Children and DMF to donors and support liaison and representation with national and local government;
  • Develop a transition plan to stabilize DMF and ensure the organization has a solid base from which to grow;
  • Develop a three year strategy including a monitoring framework (that includes MF performance indicators and social impact indicators);
  • Ensure that DMF uses appropriate and internationally recognized MF software, systems and tools for planning and implementing MF programming;
  • Ensure that DMF meets international microfinance standards;
  • Prepare internal and external reports as required;
  • Identify funding opportunities to expand/grow DMF and draft funding proposals;
  • Identify and contract consultants to provide technical support and training;
  • Ensure DMF management and staff are appropriately trained and skilled to deliver the transition plan and long term strategy;
  • Mentor and coach DMF senior managers and identify options and opportunities to strengthen DMF leadership;
  • Line manage the Director of DMF and ensure the effective use of the performance management system;
  • Develop and deliver a performance based capacity building plan to build the DMF directors leadership skills and professional competencies.
  • Masters degree and /or 10 years of international work experience in microfinance program development, including representation and policy level work in a developing country;
  • Demonstrated knowledge and experience of microfinance program development, implementation and growth;
  • In depth understanding of international development issues related to microfinance;
  • Ability to analyze information, evaluate options and to think and plan strategically;
  • Proven skills as a trainer/facilitator and mentor;
  • Experience working at both policy and implementation level;
  • Experience in program development, proposal writing and budget development;
  • Demonstrated ability to work effectively in politicized and multi cultural settings with a wide variety of stakeholders;
  • Excellent interpersonal, communication and representation skills;
  • Fluency in written and spoken English.
